Japan, considered to be a slow start in digital transformation, leverages its R&D capabilities to promote "social problem-solving technology" to give impetus to Japanese industries' advance into the Southeast Asian market. How exactly did Japan do that? Drawing attention as a key automobile production base, how did Japan better the layout of the supply chain despite the shortage of automotive semiconductors?

What happened?

Japan ranks only 29th in the IMD (International Institute for Management Development in Lausanne) World Digital Competitiveness Ranking 2022, where its Asia-Pacific peers Singapore and South Korea rank 4th and 8th respectively. With its advantages lying in education and technology R&D, Japan's digital talents and digital technologies are at a disadvantage. Coupled with the pandemic impact as well as the aging population and declining birthrate, Japan is committed to promoting the development of digitalization. 

  • Japan tops the world rankings for the oldest society by the proportion of the elderly. Japan's over-75s account for over 15% of the population. Digital transformation becomes a must to enhance productivity. (Japan Times)
  • The Japanese Government established the Digital Agency in September 2021, intending to build a digital society in the post-pandemic era, realizing the digitization of the entire industry, and establishing a digital society where "no one is left behind." (nippon.com)


Develop digital technology while solving problems

  • Japan develops new technologies targeting solutions to issuessuch as the pandemic, aging society, and climate change.
    • Nissan Motor has established a fully automated smart factory, allowing robots to carry out welding and inlay assembly; the core concept of AM sheet metal factory,  a laser processing machine assembly factory, is "where automation works, automates" to materialize high-efficiency workflows.
    • The strength of Japan's digitalization lies in the infrastructure construction of daily livelihood. In addition to telemedicine and automatic checkout, the government stipulates that enterprises must save digital electronic transactions starting from 2024 and people can receive reimbursement without paper receipts.
    • Kajima Corporation traditionally focused on mechanical operation, building material handling, and assembly. After investing in automated construction machinery, the company needed digital talents in data calculation and management. To improve its brand exposure to IT talents, Kajima teamed up with AtCoder, a Japanese algorithm competition website, to organize a contest. (udn.com
  • The Japan External Trade Organization (JETRO) and the Ministry of Economy, Trade, and Industry jointly promoted the Asia Digital Transformation Project (ADX, Asia Digital Transformation Project) by applying the results of digital technology research and development accumulated in Japan to emerging markets in Asia.     • JETRO used the J-Bridge platform to match Japanese start-ups with overseas units to develop digital transformation and green energy-saving technologies locally. Among them, the start-up Sagri combined AI image recognition technology and satellite data to digitize agricultural land information in Thailand, the Philippines, and India. Sagri also visualized the crop growth process for visual analysis. (e27)
    • By expanding "social problem-solving technology" to the ASEAN market, Japan could get its foot in the door to the field of digital transformation in ASEAN and gradually restore its economic and technological dominance.
  • Japan focused on the semiconductor industry in collaboration with international partners to strengthen the supply chain.
    • In order to prevent the supply chain from being broken by risks such as politics, natural disasters, and wars, India, Japan, and Australia launched the "Trilateral Supply Chain Recovery Initiative" in 2022 to strengthen the use of digital technology and data circulation. (CNA)


What will happen in the future?

  • Stronger digital technology, combined with Taiwan's ability to grasp local issues agilely, can help Japan tap into Southeast Asian markets more quickly and extensively.
  • Japan's start-ups tend to work together as a group when exploring opportunities overseas. If they can first pursue a partner in Taiwan with connections and networks with the US side, they can forge ahead toward the US market. This kind of partnership presents good opportunities for cooperation between Taiwan and Japan.

The Japanese Government established the Digital Agency in 2021, hoping to allow the information and data of various platforms to be interoperable in a single way to solve the old problem that a lot of data could not be used horizontally. Japan's smart production started with the automobile industry. The competitiveness of the automobile industry comes from understanding how to cooperate with manufacturers of industrial robots, which are the result of smart production, to create new smart production lines and supply chains.

Japan has two main goals in promoting smart manufacturing. The first is to overcome the declining birth rate and aging population with smart manufacturing to make up for the manpower gap. The second is to expand the market of smart production equipment, Japan already accounts for 50% of which globally. Japan regards digital transformation as a strategic direction to enhance international competitiveness. They call it DX (Digital Transformation), and they also have a "Society 5.0" policy, connecting data from the government, businesses, and private sectors to achieve innovation in technology, business model, and service to solve issues such as super-aged society, labor shortage, and greatly increased medical demand.

Taking the manufacturing industry as an example, large machine tools manufacturers such as Fanuc, Mitsubishi Electric, and DMG Mori Seiki have their own supply chains and lead different private data alliances. Japan now hopes to gain control of semiconductors and strengthen the semiconductor supply chain. The reason behind this is that the automobile industry needs semiconductors, which have naturally become an important field of technology research and development and its supply chain requires strengthening in Japan. Now the Japanese Government hopes that part of the semiconductor production and manufacturing will be controlled by the country. In the past two years, it has been willing to try to cooperate with Taiwan with an open mind, because Taiwan and Japan have a relationship of mutual trust, and in the field of manufacturing, they are more complementary than competitive.

Japan has two strengths: medical and health care, and smart manufacturing. Health care addresses the need of Japan's super-aged society. Smart technology combines digital technology with AI and can help solve problems; smart manufacturing, on the other hand, is necessary because of the shortage of labor force, and effective use of limited manpower becomes a must.

In response to the "social problems" developed over time, Japan has also developed "key areas" while solving the problems, which are in line with short-term, medium-term, and long-term strategies. The short-term strategy addresses "digital and intelligent technology in response to the development of the pandemic," while the medium-term strategy deals with "health technology to solve the problems of the super-aged society" and the long-term one is for "green transformation and sustainable transformation technology in response to the development of a carbon-neutral society." The three key areas align with digital and smart technology, healthcare technology, and green technology for carbon reduction.

Japan has several options. The first is that important and new investment projects will return to Japan. The second is to move them to regions outside of China, called "China +1," meaning in addition to China, another major supply chain will be set up. The priority is Vietnam and India because these two countries have large markets and demographic dividends.

What Japan wants to do most at this stage is "strengthen the supply chain" in a hope that in the future, no matter whether it is war or natural or man-made disasters, the supply chain will not be broken accordingly. And the semiconductor industry is the target of the strengthening. This year marks the 50th anniversary of Japan-ASEAN friendly cooperation. In the context of the China-US trade war, Japan attaches special importance to Vietnam because Vietnam is close to the South China Sea.

Japanese start-ups can first come to Taiwan for testing. After finding a partner in Taiwan, it is easy for Japan to enter overseas markets because Taiwan's start-ups often cooperate with Silicon Valley in the United States, and Taiwanese technology companies in the United States also have networks. It would be a shortcut for the Japanese to enter the US market through Taiwan.

The "Asia Digital Transformation Project" I mentioned earlier is a good fit for Japan-Taiwan cooperation. Although Japan's forward-looking technology and hardware technology are strong, the price of the entire system is too high for the ASEAN market to accept. Taiwan's advantage lies in identifying and solving local issues quickly and flexibly with great agility, so we can help to "downgrade" the Japanese system by extracting valuable parts into a new solution with a higher CP value, which would become acceptable to Southeast Asia.
